It is standards for inspection & certification of Cosmetic Products, e.g. personal care products, skincare products, makeup, sanitary napkins, cool towels, etc. and Healthcare Products (except foods and drugs), e.g. compass balls, herbal inhalers, fragrances, balms, mosquito-repelling lotions, dish cleaners, laundry products, etc.
These standards (ACT Cosmetic & Healthcare Products Standards 2019) can certify the products into 2 categories, i.e. Organic products and Natural products.
Organic products are divided into:
1.) Water free products or products with less than 5% water: e.g. dried powder or chunks of agricultural raw materials, products with oils or fats as main ingredients, and simple ingredient products. These products shall contain at least 95% certified organic ingredients by weight.
2.) Products with 10 - 70% water: e.g. skincare emulsions (W/O, O/W), gels, fragrances, soaps, toothpastes, or multi ingredient products. Such products shall contain at least 20% certified organic ingredients by weight.
3.) Products with more than 80% water and/or minerals: e.g. cleaning products, toners, floral waters, face powder, and bath salts. These products shall contain at least 10% certified organic ingredients by weight.
Natural products are divided into
1.) Water free products or products with less than 5% water: shall contain at least 95% natural ingredients by weight.
2.) Products with 10 - 70% water: shall contain at least 20% natural ingredients by weight.
3.) Products with more than 80% water and/or minerals: shall contain at least 10% natural ingredients by weight.
You can conduct the Formula Check by filling the formula of your products on the website, inside the tap “Documents”. Once the information of ingredients is correctly filled in, the data will be calculated and shown that the product is able to apply as organic product or natural product.

You can apply for certification by signing a sub-contracted agreement with the sub-contractor. And the sub-contractor must have knowledge and understanding about the requirements of the Cosmetic & Healthcare Products Standards
The products certified according to ACT Cosmetic & Healthcare Products Standards will have either ACT C&H ORGANIC seal or ACT C&H NATURAL seal on the product labels.
